Marie Ba Lacouture

I am a design engineer in computer science with thirteen years of professional experience, six of them in public health. I have delivered digital health projects in full compliance with national regulation and funder requirements.

My portfolio covers health information landscape assessments, the implementation of interoperability standards, health data integration, logistics management information systems for vaccines and health commodities, and training and capacity building.

What I bring is adaptability, an ability to analyse and understand the operational work behind a system, and an ability to explain technical matters to a non technical audience and the reverse. That is what makes a good analyst and a good facilitator.

Six years of independent consulting taught me something thirteen years of experience alone does not explain: the success of a public health project rests heavily on stakeholder engagement. Identifying stakeholders properly, involving them from the start and throughout, matters more than any indicator. Success in this sector is not measured by budget index or schedule index. It is measured by whether users adopt the system.

I founded Insight Santé in 2025 to put that experience at the service of African governments and international organisations, and to contribute to health data sovereignty in Africa. Sovereignty, to me, goes beyond the question of hosting. A solution hosted in a national data centre does not make a country sovereign. What does is tools suited to the context and people able to carry a project into operations.
